They never got Al Capone for the murders. They got him on his taxes. It wasn't the gunfights, it was the bookkeeping. Ninety-five years later, the government is still working the same way.

Yesterday, Treasury hit Bank of America, the second-largest bank in the country, with one of the biggest penalties in its history. The bank admitted it willfully broke the law that requires banks to report suspicious money.

Read what Treasury actually said, because the language is unusually blunt.

The bank "prioritized its revenues" over its compliance resources. Instead of catching dirty money itself, it waited for the police, or for other banks, to tell it something was wrong. In Treasury's words, it "effectively outsourced" its own job. Its own compliance staff raised red flags about drug money and trade-based laundering, and the bank didn't act. Billions in suspicious transactions went unreported. More than a billion of that touched what Treasury calls national-security risks: Chinese money-laundering networks and cartel money along the southern border.

Now go up high enough.

This is the second major bank in a week. American Express was fined for nearly the same failure: money flowing through while the system watched the wrong door. And the day Bank of America was fined, Treasury also sanctioned a Mexican cartel's horse-racing empire just across the Texas border.

The same story keeps showing up from three angles: the cartel on the street, the laundering networks in the middle, and the big banks carrying the money.

Here's the part to watch. Bank of America now has to hire an outside firm to go back through its old transactions and report everything it missed to the government. That means the bank's own history becomes a stream of new leads.

But the lesson hasn't changed since Capone. You don't catch the network at the shootout. You catch it in the ledger.

🚨RED OCTOBER DEBRIEFING 40,000 FEET: THE DIESEL DOOR

Last month Congress passed, and the President signed, the toughest Russia sanctions law in years. It calls for mandatory penalties, punishing tariffs on countries that buy Russian energy, and a deadline that lands next week.

This afternoon, after a phone call with Putin, the Treasury opened a door for Russian diesel to flow back into the world market.

Go up high enough and both of those can be true at once. That's the story.

Start with the pressure. Diesel prices in America hit a record last month. The war with Iran choked off oil through the Strait of Hormuz. Ukraine has spent the summer setting Russian refineries on fire. Farmers and truckers are paying the bill, and there's a midterm election in less than four weeks. Earlier this week the President signed an emergency order cutting diesel taxes through the end of the year. Today he went to the one supplier sitting on extra fuel: Russia.

Now look at what Moscow got. A temporary license from Treasury. A public "thank you" from Putin's envoy calling it cooperation. And the timing: the same day Ukrainian and European diplomats landed in Miami for peace talks. Zelensky called it a gift to Putin.

Now the other side, because I log both. The license is temporary. Russia's central bank, its wealth fund and its finance ministry stay blocked. The fuel shortage is real, and so are the prices. And the sanctions law itself gives the President the power to waive. Nothing here is illegal on its face.

But step back and look at the whole board.

Europe renewed its Russia sanctions yesterday. America eased Russian energy today. Next week Europe decides what to do with Russia's frozen money, and Washington hits its own sanctions deadline. Two allies are walking in opposite directions in the same week.

This is the pattern I've been tracking all year. The rules on paper get tougher. The doors in practice get opened, one license at a time, each with a good reason attached. A tough law, then a flexible waiver. Pressure in public, accommodation in private.

Dell PowerEdge R740xd servers were deployed as the primary tabulation servers in all six states.

Nevada

These are enterprise-grade servers with redundant power supplies, hot-swappable drives, and critically a management interface called iDRAC9 (Integrated Dell Remote Access Controller).

iDRAC9 provides out-of-band management access, meaning it allows remote administration of the server independent of the operating system. This is the access vector.

These six contracts were not standard hardware procurement. They were full-scope infrastructure contracts that gave Dell Technologies personnel direct access to:

-Tabulation server hardware

-Network configuration for precinct-level data transmission

-Database administration for voter roll databases

-Real-time election night reporting infrastructure

-Post-election audit system configuration

Note: The distinction is critical. In the other 44 states, Dell hardware is present but Dell personnel do not have election-specific access. In the six contracted states, Dell Technologies employees had administrative-level access to the tabulation infrastructure itself the servers where votes are counted, the networks where precinct results are transmitted, and the databases where voter rolls are maintained.

Why Those Particular States?

The six states were the only states where the margin was close enough to flip with a 2-4% weight shift. In California, New York, Texas, and most other states, the margin was too large to flip with a fractional allocation algorithm without producing statistical anomalies that would be detected. You cannot shift 15% of the vote in a deep red or deep blue state without the anomalies showing up in every statistical test ever designed for election integrity analysis. But 2-4% in a swing state? That falls within the range of normal polling error and turnout variance.
