Alongside this partnership, the Government is investing significantly in sports infrastructure, including the construction of 32 new stadia across the country. These modern facilities will meet international standards and support our ambition to position Kenya as a leading sporting nation.
The Broad-Based Coalition leadership, led by President William Ruto and ODM Party Leader Hon. Oburu Odinga met in Naivasha to review the Government’s progress over the past four years and take stock of what has been achieved so far.
We recognise that the country was under significant economic pressure in 2022. Since then, we have focused on investing in Kenyans, creating opportunities for young people, supporting businesses and farmers, and ensuring that development reaches all parts of the country.
In healthcare, the Social Health Authority (SHA) has brought reforms aimed at making healthcare more accessible to millions of Kenyans. The Affordable Housing Programme is also giving many families a chance to own decent homes, while reforms in agriculture are helping improve food production and farmers’ incomes.
Maize production has grown from 44 million bags in 2022 to 75 million bags in 2025.
Farmers are also seeing better returns in several sectors. Coffee prices have increased from Ksh. 50 to Ksh. 160 per kilogram, while milk prices have risen from Ksh. 25 to Ksh. 50 per litre. In the sugar sector, efforts to revive Mumias, Sony and Chemelil sugar factories are also underway.
Further, 6,000KM of roas tarmac is under construction in in every part of Kenya as well as construction of 32 stadiums.
On public finances, the Single Treasury Account has improved the Government’s oversight of its funds. In July, this helped reduce interest paid to commercial banks from Ksh. 9 billion to Ksh. 30 million.
These are some of the issues we reflected on in Naivasha as we look at the work ahead. Our record over the past four years will be central to our case for more time to continue with the work of transforming the country.

Kenya Kwanza/United Democratic Alliance and the Orange Democratic Movement have constituted two committees, one to develop a joint manifesto and the other a coalition agreement framework ahead of the August 2027 General Election.
We agreed to establish a joint team comprising five members from each party to develop the joint manifesto. We also resolved to appoint a similar number of people to craft the coalition agreement framework.
This formalises the political partnership we have built and gives it a clear mandate: To consolidate the progress we have made, carry the reforms underway to completion and present a common programme to the people of Kenya for the next phase of our national transformation.
This marks the beginning of our journey towards August 2027. We begin not with slogans or promises detached from experience, but by accounting for the mandate the people entrusted to us, acknowledging what remains unfinished and preparing the programme we shall place before you for Kenya’s future.

Received a brief on the progress the Financial Inclusion Fund, popularly known as the Hustler Fund, is making in the lives of customers. We will continue resourcing the fund so that Kenyans can continue accessing the most affordable credit in the country.
So far, the Fund has disbursed KSh90 billion to 28 million borrowers on three products - Personal Loan, Bridge Loan and Hustler Groups - and lending KSh50 million a day.
Additionally, the Fund has 10 million repeat customers, 4.5 million of whom have good scores of A and B courtesy of their good borrowing and repayment behaviour.
The borrowers have saved KSh7 billion, a major achievement in the role the Hustler Fund was meant to play in mobilising national savings.
I am very proud that these milestones have been achieved purely on a digital platform and the processes have all been digitised.
Briefed on the measures the Public Service Commission (PSC) is taking to make the organisation fit-for-purpose in preparing the Public Service for its role in transitioning Kenya into a first-world economy at State House Nairobi.
First, digitalisation must be institutionalised at the PSC in shifting the organisation away from manual and paper-heavy systems towards data-driven and automated models to increase efficiency and create value.
This is urgent and necessary otherwise the PSC is in danger of becoming obsolete and consequently unable to effectively serve Kenya and Kenyans.
Additionally, the PSC should expand the internship programme to provide workplace experience to many more college and university graduates and perfect performance contracting to measure the impact of public servants in the service to Kenyans.
At State House Nairobi and in partnership with the United Nations Development Programme and Kenya Private Sector Alliance, we launched the Next Generation of Kenya Youth Employment Programme, an initiative that will empower more than 30,000 young Kenyans and be scaled up to 100,000 over the next three years.
