Small miners are exiting the network being unable to fund themselves. Those remain rather **delete** customer data and pay the penalty vs. keep proving the data.

E.g. I just deleted 7GB of someone's data, which cost me 3$ in penalty and I saved 26$/day. Not a pretty situation.
