The USAID SWIFT (Support Which Implements Fast Transitions) program began during the Clinton administration.

It serves as a contracting mechanism for the Office of Transition Initiatives (OTI), which was established in 1994 to support rapid responses in political transitions and post-conflict scenarios.

Evidence from OTI programs in locations like East Timor (starting October 1999) shows SWIFT being used as the IQC (Indefinite Quantity Contract) mechanism, with references to SWIFT IQC management in evaluations from 2002.

By early 2003, SWIFT was described as an established funding tool for new initiatives, further indicating its origins predated the end of the Clinton presidency in January 2001. 🕊️
