People are saying Trump will just veto the War Powers Resolution on Iran once it passes both chambers.
He did veto them in the past โ the 2019 Yemen one and the 2020 Iran one. But those were Joint Resolutions (S.J.Res.), which are presented to the President & give him veto power.
This time, Congress is using a Concurrent Resolution (H.Con.Res. 86). No signature required. It bypasses his desk entirely. Maybe they learned from last time.
The catch is that concurrent resolutions don't have the full force of law. There's no enforcement mechanism built into it. But that might be the trap.
It forces Trump to either comply with a formal directive from both chambers of Congressโฆ not to mention the will of the people... or openly defy the entire legislative branch (& the people). There is no veto to hide behind. That would give Congress political cover to move to the real enforcement tool, which would be defunding the war in the next appropriations bills.
This strategic shift from 2019/2020 feels deliberate. Hopefully it's smart legislative maneuvering to reclaim war powers.
Trump can ignore a non-binding resolution, but he can't sustain a war without money. Congress controls the purse, and the Constitution is clear: Congress has the authority to declare wars. Not the President.
