This is not merely a commission. It is an institution acting in Adharma.

When even a woman with an intellectual disability, subjected to a heinous crime, fails to evoke basic human sensitivity because the accused belongs to a legally protected category, the system has crossed a dangerous moral line.

No caste, classification, commission or political constituency can be placed above Dharma itself.

The first duty of Dharma is to distinguish the victim from the offender, justice from injustice, and protection from impunity.

A system that begins to see its own protected categories as standing above the gravity of the crime is not protecting Dharma. It is institutionalising Adharma.

A detailed thread on the history, expansion and political weaponisation of the SC/ST Act is coming shortly.

And one more thing:

anyone reducing this entire story to a photograph of Narendra Modi is missing the scale of the problem.

This is not merely a BJP or Congress issue.

The decay runs much deeper. Sections of the political class, bureaucracy, activist ecosystem and the ideological Left have spent decades embedding identity politics so deeply into institutions that, in many places, Dharma and equal justice have become secondary to category and political utility.

And don’t be surprised if even Modi believes all those atrocity claims to be true. That is how deep the conditioning can run when an ecosystem has been ideologically captured for decades.

Here are our demands regarding reservation reforms, the UGC, and the draconian provisions of the SC/ST Act, in both English and Hindi.

आरक्षण सुधारों, UGC और SC/ST Act के कठोर एवं दमनकारी प्रावधानों को लेकर हमारी माँगें यहाँ अंग्रेज़ी और हिंदी, दोनों भाषाओं में प्रस्तुत हैं।

Our non-negotiable demands on reservation reforms:

1) Establish a National Commission for General Category with constitutional status and rights similar to SC/ST/OBC Commissions, along with provisions for prevention and protection against atrocities on GC citizens.

2) Fully roll back UGC 2026 regulations and make the pre-existing guidelines caste-neutral.

3) Move from caste-based reservation to income/economic-condition-based reservation.

4) One Family, One Reservation, One Time, to be applied across education, employment or political seats for a single generation.

5) Give EWS candidates the same relaxations as SC/ST in fee, age, attempts, validity, income etc., and provide EWS reservation in all vacancies as per the Constitution.

6) Remove castes that are neither backward nor under-represented; remove non-Hindu castes. Implement creamy layer in SC/ST, review and redefine OBC creamy layer, and ensure sub-categorisation of SC/ST/OBC reservations.

7) Set minimum qualifying criteria for each reserved category. If candidates do not meet the minimum qualifying criteria, transfer those seats to the open category.

8) No increase in reservation and no private-sector reservation. Focus on expanding education, skills and opportunities instead of increasing quotas or mandating reservation in the private sector.

9) Publish a White Paper on the current status and benefits of reservation, including how many castes were added, when and why, how many have been uplifted, what the vision/aim is, and how reservation contributes to social and economic development. Release it publicly and hold open debates on the findings.

10) Review the reservation system every 10 years and publish the reports publicly for transparency.

11) Every reservation provision must have a sunset clause and continue only if data and evidence clearly prove the need.

12) Reform the SC/ST Act. Remove draconian provisions added through the 2018 amendment, provide jail terms/penalties for fake cases, no monetary compensation until the case is proven in court, and include intra-category cases such as SC vs SC and SC vs ST.

These demands are open to refinement based on suggestions and constructive feedback. This is a public movement.

आरक्षण सुधारों को लेकर हमारी गैर-समझौतावादी माँगें:

1) सामान्य वर्ग के लिए राष्ट्रीय आयोग की स्थापना की जाए। इसे SC/ST/OBC आयोगों के समान संवैधानिक दर्जा और अधिकार दिए जाएँ तथा सामान्य वर्ग के नागरिकों पर होने वाले अत्याचारों की रोकथाम और संरक्षण के लिए प्रावधान किए जाएँ।

2) UGC 2026 के नियमों को पूरी तरह वापस लिया जाए और पूर्ववर्ती दिशा-निर्देशों को जाति-निरपेक्ष बनाया जाए।

3) जाति-आधारित आरक्षण के स्थान पर आय/आर्थिक स्थिति को आरक्षण का आधार बनाया जाए।

4) एक परिवार, एक आरक्षण, एक बार। इसे एक पीढ़ी के लिए शिक्षा, रोजगार या राजनीतिक सीटों में लागू किया जाए।

5) EWS अभ्यर्थियों को SC/ST के समान शुल्क, आयु, प्रयासों की संख्या, वैधता, आय आदि में छूट दी जाए और संविधान के अनुसार सभी रिक्तियों में EWS आरक्षण दिया जाए।

6) ऐसी जातियों को आरक्षण से हटाया जाए जो न तो पिछड़ी हैं और न ही कम प्रतिनिधित्व वाली हैं; गैर-हिंदू जातियों को हटाया जाए। SC/ST में क्रीमी लेयर लागू की जाए, OBC क्रीमी लेयर की समीक्षा कर उसे पुनर्परिभाषित किया जाए तथा SC/ST/OBC आरक्षण में उप-वर्गीकरण सुनिश्चित किया जाए।

7) प्रत्येक आरक्षित वर्ग के लिए न्यूनतम योग्यता मानदंड निर्धारित किए जाएँ। यदि अभ्यर्थी न्यूनतम योग्यता मानदंड पूरा नहीं करते हैं, तो सीटों को ओपन कैटेगरी में स्थानांतरित किया जाए।

8) आरक्षण बढ़ाने या निजी क्षेत्र में आरक्षण लागू करने पर कोई चर्चा नहीं हो। ध्यान शिक्षा, कौशल और अवसरों के विस्तार पर हो, न कि कोटा बढ़ाने या निजी क्षेत्र में आरक्षण अनिवार्य करने पर।

9) आरक्षण की वर्तमान स्थिति और लाभों पर श्वेत पत्र जारी किया जाए, जिसमें यह बताया जाए कि कितनी जातियाँ कब और क्यों जोड़ी गईं, अब तक कितनी जातियों का उत्थान हुआ, इसका उद्देश्य/लक्ष्य क्या है और आरक्षण सामाजिक/आर्थिक विकास में किस प्रकार सहायता करता है। श्वेत पत्र सार्वजनिक किया जाए और उसके निष्कर्षों पर खुली बहस हो।

10) आरक्षण व्यवस्था की प्रत्येक 10 वर्ष में समीक्षा की जाए और पारदर्शिता के लिए रिपोर्ट सार्वजनिक रूप से प्रकाशित की जाए।

11) प्रत्येक आरक्षण प्रावधान में सनसेट क्लॉज होना चाहिए और इसे तभी जारी रखा जाए जब आँकड़े और प्रमाण इसकी आवश्यकता को स्पष्ट रूप से सिद्ध करें।

12) SC/ST Act में सुधार किया जाए। 2018 के संशोधन में जोड़े गए कठोर प्रावधानों को हटाया जाए, झूठे मामलों में कारावास/दंड का प्रावधान किया जाए, न्यायालय में मामला सिद्ध होने तक कोई मौद्रिक मुआवजा न दिया जाए तथा SC बनाम SC और SC बनाम ST जैसे intra-category मामलों को भी शामिल किया जाए।

ये माँगें सुझावों और रचनात्मक प्रतिक्रिया के आधार पर सुधार के लिए खुली हैं।

यह एक जन-आंदोलन है।

आज सुधार। सभी के लिए समान अवसर। कल एक अधिक सशक्त भारत।

Let the system hear what the public has been trying to say.

My friend got an MBBS seat in a government medical college because of reservation but I didn't get. 🥹
