FEMA needs to go! They do not help American citizens (unless you're the wealthy left). They spend American citizens tax money on illegals IE criminals and they must go. Send this money to the states and let the states take care of themselves they can do it better, in fact they have proven time and time again that is the people and the state that actually helps people not the federal government.
