I hope another Senator proposes a companion bill for pre-chain accountability checks that go beyond government control through independent audits, civil society oversight, citizen portals, or even AI. The Philippines already has tools like eFOI, OGP, Project DIME, and PhilGEPS to build on.
It is like CCTV. A camera records everything immutably, but if someone sets up the angle to hide the crime, the footage is still “true” yet misleading. Blockchain can lock in bad data in the same way.
Don't get me wrong, I am fully supportive of this bill. It is a good first step as it can trace funds and make transactions immutable. But blockchain only guarantees immutability, not truth. If fake data goes in, that is just techwashing, with lies preserved forever on the ledger.
That is why we need a companion bill for pre-chain accountability checks such as independent audits before data is uploaded and cross-agency verification so no single office can slip in false numbers.
Blockchain will only be fully effective in preventing corruption if paired with strict checks on the data going in. Blockchain alone won’t stop corruption. It will only make the lies harder to erase.

The penalty: Once the amount involved reaches ₱8.8 million or more, the penalty is reclusion perpetua (20–40 years imprisonment) and it becomes non-bailable once evidence of guilt is strong.
✳️ Violation of the Anti-Graft and Corrupt Practices Act (RA 3019)
This punishes officials who gave unwarranted benefits, entered into manifestly disadvantageous contracts, or caused undue injury to government.
The penalty: 6 years and 1 month to 15 years in prison, plus perpetual disqualification from public office.
✳️ Plunder (RA 7080)
For those who amassed ill-gotten wealth of ₱50 million or more through a series of corrupt acts.
The penalty: reclusion perpetua, non-bailable, plus forfeiture of ill-gotten wealth.
‼️REMINDER this recommendation covers Bulacan alone. If one province already implicates lawmakers, engineers, and undersecretaries, what more will a nationwide investigation uncover?

WORST MARK VILLAR PROJECT IN MANILA
Two days ago, sumigaw at nagalit si Sec. Vince Dizon sa mga Manila DPWH engineers.
Hingi kasi sila ng hingi ng budget para sa repair and maintenance ng “Sunog Apog Pumping Station” eh hindi naman gumagana since 2020.
Binigyan sila ng 94 Million ngayong 2025 Budget at humihingi pa ng 200 Million for 2026!
BUT, the project itself was already funded with a whopping 774 Million in 2017.
Nagsimula yung construction nuong 2018 tapos nag inauguration 2020 pero never gumana kahit hanggang ngayon.
According to PhilStar, barangay officials said they never needed the pumping station in the first place. They claimed they were not consulted before construction began.
And sa investigation ni Sec. Vince Dizon, imbes na makatulong eh nakaka perwisyo at dagdag pa yung Pumping Station sa problema ng baha.
Guess who funded and inaugurated the pumping station when he was a DPWH Secretary?
