How does this improve public health? This is going to put more business owners in the crosshairs of having to navigate the risks to customers and staff. “Fully” Vaxed means 2 shots? We know that’s insufficient; unvaxed people still travel in KC… I feel less safe now!

I would suggest reading some of the local coverage & planning documents. Chappelle's opposition guaranteed a more expensive "as of right" development.
