Arrests by themselves are not against NCAA rules. The NCAA doesn't penalize players just for being arrested—eligibility issues stem from specific bylaw violations or related conduct, while criminal matters are handled by schools and courts.
Sports gambling is explicitly banned. Student-athletes betting on any NCAA-sponsored sport (college or pro) risk permanent loss of eligibility and scholarships. That's what led to the NCAA's initial ineligibility ruling on Brendan Sorsby before the court injunction—not an arrest, but admitted bets including on teams he played for.
