It's hard to balance peer review with student selection. When I e-mailed Stanford about their deadline (they gave a week), they said the paper had already been picked up elsewhere.

A terrible decision by the administration that only hurts students and universities in a difficult time and that will in the long-run undermine the national interest. Congress should take steps to reverse this action.
