LENI ORDERS FULL-SCALE CLEARING OF NAGA'S WATERWAYS AHEAD OF TYPHOON SEASON
Naga City Mayor and former Vice President Leni Robredo has ordered a full-scale clean-up and rehabilitation of the city's waterways, with priority operations now underway in major creeks, drainage systems, and flood outflows to protect the city from flooding during the rainy season.
The aggressive initiative forms part of Robredo's 2028 Finish Lines—a set of strategic goals that include building a cleaner, greener, and more climate-resilient Naga, with flood preparedness as a top priority.
Among the areas now being cleared is Sagop Creek, which Robredo recently described as "heavily silted, grabe ang basura, pati water lilies." Due to silt buildup and obstruction, floodwater can no longer flow through the channel and instead rebounds, compounding the risk of inundation.
A non-amphibious excavator is currently being used for surface-level clearing, but with its limited reach, Robredo has requested the Department of Public Works and Highways (DPWH) to lend an amphibious unit. She also confirmed that the city government is exploring the purchase of its own amphibious excavator to sustain Naga River rehabilitation efforts beyond this season.
An inspection by the City Engineer's Office found that many of Naga's drainage systems—built nearly 40 years ago—are outdated and undersized for the volume of rainfall the city now experiences. Robredo has since ordered a citywide clean-up of clogged drains, alongside repairs and possible upgrades to structurally deficient infrastructure.
Incomplete or disconnected drainage lines are another concern, particularly in Barangays Concepcion Grande, Concepcion Pequeña, and San Felipe, where unlinked segments have left residents vulnerable to flooding—especially when the Yabu River overflows.
The mayor also emphasized the need to clear and possibly widen flood outflows—final exit points for stormwater—which often serve as chokepoints during heavy rain.
In Barangay Calauag's Villa Karangahan Subdivision, for example, floodwaters currently travel through Canaman and Bombon via narrow irrigation canals before reaching San Miguel Bay—a route that fails during downpours. A new drainage path is now being considered through Sitio Matiway in Barangay San Felipe to redirect water straight to the Naga River.
To coordinate these efforts, Robredo has mobilized a task force composed of the City Engineer's Office, to inspect and assess drainage structures; the Solid Waste Management Office, to remove debris and lead declogging operations in barangays; and the City Environment and Natural Resources Office (ENRO), to map existing waterways and investigate illegal blockages.
ENRO has already identified violations, including a creek inside Happy Homes Subdivision in Barangay Pacol that was found buried under dump material—contravening the developer's building permit, which required waterways to remain unobstructed. Robredo vowed to call their attention.
"We are making sure that no community is left vulnerable when storms hit," Robredo said. "Our goal is not just to clean up for now but to build lasting protection. This is how we work toward our 2028 Finish Lines—for a Naga that is truly safe, livable, and resilient."
