If someone wants to use signal to discuss nation state level secrets, then you need to add a few things:

1) layer message level encryption using PQC like FIPs 203 connected only to the intended and preauthenticated participants

2) GrapheneOS Phones sourced from a secure supply chain

3) self-host signal in memory only on a Qubes server and run verified clients compiled specifcally for the phones

4) login only with FIPs 204 or 205 and also a biometric pass combined with using the TEE in the phone as a hardware passskey

5) have the NSA Red Team spend a few weeks hardening your infrastructure and realize there are a dozen more steps and custom software development against classified zero knowledge exploits
