Johannesburg is spending R21 billion on salaries while service delivery continues to decline, raising serious questions about priorities in the cityโs governance structure.
The city operates through 13 entities, each with its own CEO, board, and executive layer, alongside 21 municipal departments, a structure that is costly, complex, and increasingly difficult to justify in terms of results.
Ten of these entities reportedly pay their heads above the national senior management salary cap, with executive pay rising faster than inflation, while residents face ongoing failures in roads, water, electricity, housing, and waste management.
On paper, each entity has a clear mandate. In reality, many of those mandates remain visibly unmet, even as leadership structures expand and salaries grow.
This is where the concern deepens: service delivery weakens, but administrative layers and costs keep increasing.
And yet those in charge continue to occupy their positions, draw significant salaries, and operate within systems that struggle to deliver basic results.
Because in the end, no amount of structure or spending can hide a simple reality: Johannesburg is not delivering.
