【中国外交官试图用手写信纸打断菲律宾防长讲话，遭当面有力驳斥，引国际社会热议】9月8日，菲律宾国防部长特奥多罗在韩国主办的首尔防务对话上发言，论坛地点是首尔乐天酒店。他正谈到南海局势与遵守《联合国海洋法公约》时，工作人员向他转交一张信纸。据韩联社引述主办方，纸张来自中国驻韩大使馆武官。菲律宾国防部的相关视频推文在发布短短12小时后，已获279万浏览，1.3万点赞。

现已公开的原件写在印有 “LOTTE HOTELS” 字样的酒店信纸上，为手写英文，并有涂改。全文如下：

“China's position on the South China Sea Arbitration is clear, consistent and firm. The arbitration violates fundamental principles of international law. The so-called award is illegal, null and void, and has no binding force. China neither accepts nor recognizes the award, and opposes and will never accept any claim or action arising from it.

China will continue firmly safeguarding its sovereignty, rights and interests in accordance with the law, properly handling maritime disputes with parties concerned, through dialogue and consultation, to jointly safeguard peace and stability in South-China Sea.”

这段文字几乎逐句复述中国官方十年来对2016年南海仲裁的立场。该裁决由常设仲裁法院依据UNCLOS作出，认定中国“九段线”主张缺乏法律依据，并确认菲律宾享有专属经济区权利。中国是UNCLOS缔约国，却称依公约作出的裁决“非法、无效、没有约束力”。

特奥多罗当场宣读并逐条回应。针对“仲裁违反国际法基本原则”，他反问：那是否意味着UNCLOS本身违反国际法？针对“不接受、不承认”，他说：“当然，因为你们输了。”他指出，若这是中方在国际场合的立场，不仅是将UNCLOS“扔到地上践踏”，也是对东道主韩国和在场听众基本体面的不尊重。

“也许中国需要的，是最基本的体面和行为。用菲律宾语说：稍微体面一点，稍微有点羞耻心吧。”现场报以掌声。他将这一行为称为“实际的胁迫、霸凌和侵略”，并表示将保留这张纸，“作为中国立场在自由听众面前何等无力的纪念”。

值得注意的是，特奥多罗本人已于今年6月遭中方制裁。

此次中国外交官鲁莽举动所展示的，不只是南海争议本身，更是习近平治下中共“规则可以不认、异议必须当场打断”的战狼外交逻辑。

任宇翔来自上海，进入宾大后，他与马斯克成了实验室搭档。

两人一起研究材料在极端温度下的变化，也经常讨论火箭，电动车和太阳能，当时马斯克总说要造火箭去火星，任宇翔却觉得这只是幻想。

毕业后，任宇翔在斯坦福读完电气工程硕士，随后长期在硅谷工作。

2015年，特斯拉在中国迟迟打不开局面，马斯克突然找这位老朋友吃饭，问他怎样才能进入中国市场。
没过多久，任宇翔加入特斯拉，后来担任亚太区副总裁和全球销售副总裁。

2018年，中国取消了新能源汽车制造的外资股比限制。
任宇翔与特斯拉中国团队开始推进上海工厂。

他带着选址，融资和交易条款去见马斯克，马斯克没有看幻灯片，只问：“你认为这步能走对吗？”任宇翔回答能，马斯克当场决定继续推进。

2020年，任宇翔离开了特斯拉。现在，他在上海，创办了“碳生万物”，尝试把空气里的二氧化碳变成航空燃料，最终替代从地下开采的石油。
