Leandro Leviste is often called a "green pioneer," but his path to becoming a billionaire wasn’t through selling cheap electricity.
Instead, it looks more like a masterclass in using government connections to get rich.
In 2019, President Duterte signed RA 11357, a law proposed by politicians such as Rep. Arthur Yap and Sen. Grace Poe.
This law became the "Golden Ticket" that gave Leviste’s company (Solar Philippines) powers usually reserved for the government, including the right to take over private land (eminent domain).
The strategy was simple:
1. Use the unique nationwide franchise to make the company look incredibly valuable on paper.
2. Sign dozens of government contracts to build solar farms, even if they didn't have the capacity to finish them.
3. Before the public realized the power wasn't coming, Leviste sold his company to Meralco for over ₱34 billion.
By 2025, the Department of Energy had to cancel 84 of those solar contracts because the work was never done.
Leviste walked away a billionaire, but the promised electricity never reached the people.
In the end, he didn't harvest the sun. He harvested a law that was meant to help the poor, but instead, helped him cash out in a massive way.
