He is now leading a service which employs 1.3m people. The fact that it is broken is not their fault (like prison officers, teachers and others. good people working in broken systems). His words matter to them. And if this becomes an ongoing narrative, morale will plummet.

Tactically - it’s also establishing a baseline to be measured against, rather than an ambition to be achieved.  And a fairly low baseline at that.
