@robeastaway If I'm correct, I can think of several contributing factors:
• F'dation tier stops at 5 so might stop some students achieving a 6.
• Some students are happy with a 4 / 5 - no incentive to get a 6.
• Students aiming for 6 may well find the Higher tier demoralisingly difficult.
