I don't think they are by any means maximum efficiency, but the agency also has the herculean task of keeping a system of crumbling infrastructure running smoothly, while simultanesouly updating and expanding it

Stabbing kill a fraction of the people guns do so yes it is an objectively more acceptable form of violence. But again, these are not mutually exclusive and should be dealt with simultaneously
