1. The terms “proxy” and “agent” are not defined at all, while the definition of “transnational repression” is overly vague.

2. A bill doesn't need to specifically mention Khalistan or any other extremist movement. Vague terms can be weaponized to curtail the ability to digitally track, criticize, or gather information about those movements.

3. The bill as written does not provide safeguards to ensure that whoever is deemed an expert to provide law enforcement trainings about transnational repression are unbiased at best or potentially tacit supporters of those same extremist movements.
