Carries up to 4 different petitions at once. Asks if you're registered to vote, pushes for multiple signatures per person. If you ask what it's really for? Vague answers like "helps pets." Trained on scripts. Paid ~$10 per signature. This is common around 16th/24th & Mission — especially near free hot food tables for the homeless. The more vulnerable you look, the more they'll approach. I saw it myself yesterday right by a California LifeLine ("Obama phone") table where reps earn $10 per phone handed out. At the very same tables they also had drug supplies at the end: needles, crack pipes, meth pipes, foil — get your meal, then your supplies. Petition crews work these areas daily. Per-signature pay creates huge incentives for rushed or misleading signatures. This isn't informed consent. California is already investigating paid signature crews targeting the homeless. We need real oversight so voters know exactly what they're signing. What have you seen in the Mission or Tenderloin?
