Today, I had the honour of leading a delegation of student leaders from @Makerere University to the Rt. Hon. Speaker of the @Parliament_Ug , where we presented key concerns affecting the welfare, dignity and experience of students.

1. Government Students’ Feeding & Accommodation Allowances

We raised the concern that a government-sponsored student currently receives UGX 760,000 per semester, of which UGX 540,000 is allocated for feeding.

When broken down, this translates to approximately:
Breakfast — UGX 500
Lunch — UGX 2,000
Supper — UGX 2,000

That is UGX 4,500 per day for food. In a city like Kampala, where the cost of living continues to put pressure on students, we questioned whether this amount is sufficient to provide a student with three adequate meals a day.

After accounting for feeding, only UGX 220,000 remains for accommodation. With the prevailing cost of student accommodation around Makerere University, this presents a significant challenge, particularly for students who are not residents of the University halls.

We therefore called for a comprehensive review of the government feeding and accommodation allowances. As an immediate consideration, we proposed that if the broader review cannot be undertaken immediately, the feeding allowance could be increased to UGX 10,000 per day, alongside an increase in the accommodation component to UGX 760,000.

2. Halls of Residence for Female Students

We also raised the issue of accommodation for female students at Makerere University. Female students constitute 51% of the student population, yet they currently have only three halls of residence.

We therefore proposed the construction of an additional female hall of residence to help address the accommodation gap and provide a more sustainable solution for students.

As part of this proposal, we suggested that the new hall be named “Mama Janet Hall,” in honour of Mama Janet Museveni.

The Rt. Hon. Speaker acknowledged the urgency of the matters raised and indicated that they would be worked on.

As student leaders, our responsibility goes beyond representing students within the University. It is to carry their voices, lived realities and aspirations to every platform where decisions affecting their future are made.
