I found out later a person that bubbled top cut was due to this. The “wait and scoop” caused his resistance to drop. He was a bad matchup for the player that took the win from the scoop.

Isn’t this what the rule was created for to prevent?

Seeing this overlooked more and more by judges. Over the past 2 days I’ve watched players sit there and wait to decide matches based on other matches without ever setting up to even play. Judges even asked them what they are doing and was told they are waiting to on other matches
