There’s no financial quick fix for public services- we need to ensure maximum impact from existing ££.

Place-based public service budgets would re-route funding around priorities of communities, not Whitehall silos.

BUT. It could be different. 15 years ago a series of Total Place pilots mapped spending across all public services in 13 places (w/combined popn 11m).

They established that better coordination, joint investment & direct citizen insight could produce better outcomes & less waste.

The Total Place pilots didn’t reach logical conclusion towards full place-based pooled budgets, with local service coordination that promised to be more adaptive & responsive to identified population needs.

The pilots were abandoned in 2010, austerity began, you know the rest.
