BUT. It could be different. 15 years ago a series of Total Place pilots mapped spending across all public services in 13 places (w/combined popn 11m).
They established that better coordination, joint investment & direct citizen insight could produce better outcomes & less waste.
The Total Place pilots didn’t reach logical conclusion towards full place-based pooled budgets, with local service coordination that promised to be more adaptive & responsive to identified population needs.
The pilots were abandoned in 2010, austerity began, you know the rest.
