Warning them to repent (to get back in line with prophecy and covenants) would be meaningless if they weren't really of Israel. If John wanted to say they were fake Israelites (not descended from Abraham) he surely would have, but he didn't. Rather, he warned them to repent along with the rest of Israel.

Before this point, Gentile salvation was impossible apart from God's use of Israel. That's why in Acts 2, everyone acted on the premise of Israel first.
