LiUNA Statement Ahead of Hamilton City Council’s Vote on the Proposed Interim Control Bylaw
As Hamilton City Council prepares to vote on the proposed Interim Control Bylaw, LiUNA urges Council to consider not only the immediate implications of this decision, but the long-term message it sends about Hamilton’s willingness to invest in its future.
Hamilton has always been a city that builds. We do not strengthen our economy by placing a blanket pause on investment before the facts have been fully considered.
LiUNA opposes the proposed Interim Control Bylaw because it sends the wrong message to investors, innovators, and the skilled workers who are ready to build the infrastructure of tomorrow.
While the proposed bylaw may be temporary, its consequences are unlikely to be. Investment decisions are made over years, not months. Once confidence is lost, projects are postponed, capital is redirected, and opportunities move to jurisdictions that provide greater certainty.
The economic consequences of this decision could extend well beyond the life of the bylaw itself, affecting Hamilton’s ability to attract investment and compete for the industries that will drive future prosperity.
We believe public policy must be guided by evidence, not fear, and certainly not by political expediency.
Economic growth and environmental stewardship are not competing priorities. With thoughtful planning, innovation, and strong regulatory oversight, we can protect our environment while attracting the industries that will power Canada’s future.
Where legitimate concerns exist, they should be addressed through clear planning policies, rigorous environmental assessments, modern design standards, enforceable operating requirements, and meaningful community engagement, not through a blanket pause on an entire sector.
The infrastructure supporting artificial intelligence, advanced manufacturing, and the digital economy will play a defining role in Canada’s future competitiveness. Hamilton should be positioning itself as a leader in that future, not signalling that investment and innovation are no longer welcome.
LiUNA remains committed to responsible development that protects communities while creating family-sustaining union jobs, growing the municipal tax base, attracting private investment, and strengthening long-term economic prosperity.
The true cost of today’s decision will not be measured by the duration of the bylaw, but by the opportunities that may never come back.
Hamilton’s future will not be built by standing still. It will be built through responsible leadership, evidence-based decision-making, and the confidence to embrace opportunity.

We are devastated by the senseless act of violence that unfolded at Salsa on St. Clair today in Toronto.
Another community celebration has been overshadowed by deadly violence. Families should never have to question whether attending a festival of family, culture and community, will end in tragedy.
We stand in honour of the victims, with all who were injured, their loved ones, and with all of our first responders.
Public safety is the foundation of every strong community, and it requires decisive leadership. The person or persons responsible must be found quickly, prosecuted to the fullest extent of the law, and held fully accountable for their cowardly, monstrous actions.
The people of Toronto deserve to feel safe in their neighbourhoods, at community events, and on their streets. It is time to move beyond words and take meaningful action to restore that sense of security.

Today, at the LiUNA Local 183 Retiree Day, Business Manager Jack Oliveira was presented with the Key to the City of Toronto by Mayor Olivia Chow in recognition of more than four decades of leadership, advocacy, and unwavering dedication to working people.
Jack has never lost sight of what matters most: fighting for fair wages, safer workplaces, stronger communities, and a better future for every member, past and present, and their families.
Mayor Olivia Chow recognized Jack’s lifelong commitment, saying:
“Jack Oliveira has dedicated his life to standing up for workers, strengthening communities, and helping build a better Toronto. His leadership has improved the lives of countless families across our city and beyond.”
Accepting the honour, Jack reflected on what the recognition truly represents:
“I am deeply honoured to receive the Key to the City of Toronto. I accept this recognition on behalf of the dedicated members of LiUNA Local 183, whose hard work has helped build this city, and the union leaders and community partners who have stood together to improve the lives of working people. This honour strengthens my commitment to continue advocating for workers and helping build a fairer and more inclusive Toronto.”
