When Alfred Mutua became Governor of Machakos, he showed us what county funds can do when they are treated as development capital.
He used Machakos County funds to build the 33-km Makutano Ma Mwala–Kithimani road in just 3 months, using 11 contractors working simultaneously. The road connected Garissa Road to the Machakos Kitui Road and was intended to open up the entire corridor economically.
The reported cost was about KSh650 million, against a KeNHA estimate of KSh1.6 billion. It was also described at the time as the first tarmac road constructed by a county government.
That is the real promise of devolution.
County money is not merely for salaries, offices and recurrent expenditure. It can build roads, open up markets, attract investment and transform places that were previously forgotten.
@zablonorina1 And this is where I say, once you elect a Governor, the population should scrutinize everything and ask questions of how their funds are being used. The governor is from the county. Accountability, like at Hbay new office, was it necessary when roads are in that condition.
