Whether it is a sudden death or someone quitting. Every company finds a way to deal. PTO can be planned for. Hire a temp, prefab stock, notify clients, etc.

But for decades judges, prosecutors, fbi, dea, atf, state & regular police & sheriff have done law enforcement without any significant doxxing. Only in very high profile drug cases. One minor point of contention is that there is no lawful requirment to roll your window all the way down. For the amount of force used, I like to think it could be less, but I wasn't there.
