No, they didn't. Biden was nothing but a figurehead for the democrats. We had government by committee. It was exactly how the democrats wanted it. A figurehead to make speeches and the actual government just keeps chugging along by continuing resolutions, which increased spending each year. All they needed was a permanent group that was always dependent on them, and the open borders were taking care of that.
