1. Register using a bus stop as an address.
2. Have a ballot mailed to an unrelated location.
3. Sign with an "X" instead of a signature.
4. Have that mark witnessed by someone whose identity is never verified.
5. Face no meaningful process to confirm any of the information is legitimate.

There has already been evidence of people paying the homeless to fill out ballots with one guilty verdict so far.
