To me, this looks like a police search.

The statement "awaiting execution" is layered on, and does not exist in the photograph. Anyone can put a caption on any picture, and if it's cited 10 times, "historians" will treat that as some sort of validation.

Speed limits are primarily for government revenue raising (which is why they love automated cameras), not for road safety.

Most people instinctively adjust their driving speed for road and weather conditions, as well as for their own individual driving abilities. Most people want to feel safe travelling on the roads and don't typically take stupid risks. We could just as easily prosecute dangerous and reckless driving without having any speed limits at all.

If the government wants to ticket every single infraction of some arbitrarily determined "safe driving speed" by automated camera, then it's because they want more of your money and more control over you. There is zero benefit to the populace in doing this. Speeding, by itself, is a victimless "crime", and I use the quotes because it's not actually a real crime in any meaningful sense.
