REMINDER: Rob Sand did not have his auditing powers "taken away" by the legislature for uncovering corruption.

During covid, he tried to access the private medical records of Iowans. At the time, he said his office was legally entitled to them.

So, SF478 was passed and signed into law, which clarified that, no, it turns out a state auditor's office is not in fact entitled to our private information.

DES MOINES, Iowa – Rob Sand has a track record of trying to get his hands on Iowans’ private medical information. As State Auditor during COVID, he demanded direct access to individual COVID-19 medical records from the Department of Public Health, insisting his office needed them for an audit. The health department pushed back, pointing out that the data was already being handled through established channels, and that raw patient information didn’t need to be handed over to the auditor. Sand didn’t back down. He kept pressing for more access to sensitive health data that most people reasonably expect to stay private.

That overreach eventually triggered a response. In 2023, the legislature and Gov. Kim Reynolds passed a law specifically limiting the auditor’s ability to obtain medical records, counselor notes, and other personal information without meeting stricter requirements. The bill was widely viewed as a direct check on the kind of fishing expeditions Sand had pursued. When an elected official fights that hard to dig into private medical files, Iowans should pay attention. Sand’s history on this shows a willingness to expand government access into areas that should remain off-limits.
