On August 4, 2025, His Majesty King Norodom Sihamoni of Cambodia issued a royal letter granting authority to Samdech Akka Moha Sena Padei Techo Hun Sen, who holds the military rank of 5-star Gold Marshal of the Cambodian Armed Forces and serves as the Supreme Privy Counselor to His Majesty the King. This authority allows him to communicate and discuss with Samdech Moha Bovor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, on matters of military affairs, national defense, the protection of national sovereignty, and the territorial integrity of the Kingdom of Cambodia.

The message in the royal letter is as follows:

To the most beloved and highly respected Samdech Akka Moha Sena Padei Techo, 5-star Gold Marshal of the Cambodian Armed Forces, and Supreme Privy Counselor to His Majesty the King.

To the highly respected Samdech Moha Bovor Thipadei, Prime Minister of the Kingdom of Cambodia.

In a situation where the nation is facing severe violations and grave threats to its territorial integrity from the Thai army, and based on the spirit of the Constitution of the Kingdom of Cambodia, I hereby grant the right and delegate authority to Samdech Akka Moha Sena Padei Techo Hun Sen, 5-star Gold Marshal of the Cambodian Armed Forces and Supreme Privy Counselor to His Majesty the King, to communicate and discuss with Samdech Moha Bovor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, on matters of military affairs, national defense, the protection of national sovereignty, and the safeguarding of the territorial integrity of the Kingdom of Cambodia.

พลโทบุญสินยืนยันว่า การที่ฝ่ายไทยเข้ายึดพื้นที่อานม้ากลับคืนมาได้นั้น เกิดขึ้นก่อนที่จะมีมติหยุดยิงระหว่างสองประเทศ ด้วยเหตุนี้ พื้นที่ดังกล่าวจึงถือเป็นเขตแดนและเป็นพื้นที่ที่กองทัพไทยจำเป็นต้องควบคุมไว้ และกำลังทหารไทยก็ต้องประจำการอยู่บริเวณนั้นอยู่แล้ว

Lt. Gen. Malee had claimed that Thailand violated the ceasefire agreement by moving troops and heavy machinery into the An Ma Pass area.

Lt. Gen. Boonsin asserted that Thailand's recapture of "An Ma Pass" occurred before the ceasefire agreement between the two nations was finalized. He emphasized that, consequently, An Ma Pass is considered Thai territory and an area that the Royal Thai Army must control, necessitating the presence of Thai troops there.

เช้าวันนี้ กองทัพบกไทยได้ส่งรถแทรกเตอร์ดันดินเข้าปฏิบัติงานไถเก็บกู้ทุ่นระเบิดที่ฝ่ายทหารกัมพูชาได้แอบวางไว้โดยรอบบริเวณช่องอานม้า นอกจากนี้รถแทรกเตอร์ดันดินยังเข้าทำลายสิ่งก่อสร้าง ที่สร้างโดยฝ่ายกัมพูชาอย่างผิดกฎหมาย เหตุการณ์นี้เกิดขึ้นหลังจาก ทางการกัมพูชาพาคณะทูตทหารต่างชาติเข้ามายังพื้นที่อานม้าเมื่อหลายวันก่อน โดยไม่บอกกล่าวกับฝ่ายไทย ซึ่งเป็นการละเมิดอธิปไตยของไทยและยังเป็นเรื่องอันตรายอย่างยิ่งเนื่องจาก ขณะนี้ยังอยู่ในความขัดแย้ง แม้จะมีข้อตกลงหยุดยิงกัน

ในประเด็นนี้ พลโทบุญสิน พาดกลาง แม่ทัพภาคที่ 2 และ พล.ต.วินธัย สุวารี โฆษกกองทัพบก ได้ออกมายืนยันตรงกันว่า ช่องอานม้าเป็นพื้นที่ที่อยู่ภายในเขตอธิปไตยของประเทศไทย โดยในอดีตที่ผ่านมา กัมพูชาได้กระทำการรุกล้ำเข้ามาในพื้นที่ดังกล่าวอย่างต่อเนื่อง ด้วยการสร้างอนุสาวรีย์ตาอม สร้างชุมชนและตลาด

โฆษกกองทัพบกระบุว่า ฝ่ายไทยเคยประท้วงการกระทำดังกล่าวไปหลายครั้งแล้ว แต่ฝ่ายกัมพูชาไม่ยอมแก้ไขปัญหา ขณะที่แม่ทัพภาคที่ 2 กล่าวย้ำว่า การกระทำเช่นนั้นของกัมพูชาเป็นการละเมิดข้อตกลง MOU43 อย่างชัดเจน ซึ่งจากนี้ไป ทางกองทัพภาคที่ 2 จะไม่ยอมให้มีการละเมิดข้อตกลงนี้อีกต่อไป และจะไม่มีการอนุญาตให้ผู้ใดเข้ามาอยู่อาศัยในพื้นที่ชุมชนและตลาดบริเวณนั้นอีกแล้ว

This morning, the Royal Thai Army sent bulldozers to operate and clear landmines that Cambodian soldiers had secretly placed around the An Ma Pass area. Additionally, the bulldozers are destroying illegal structures that were unlawfully built by the Cambodian side. This action comes after Cambodian authorities brought a delegation of foreign military attaches into the An Ma Pass area several days ago without informing the Thai side, which is considered a violation of Thai sovereignty and an extremely dangerous act, even though a ceasefire agreement is in effect.

However, the aforementioned events occurred after Thai soldiers successfully recaptured the area before the ceasefire deadline on the night of July 28th.

Previously, Cambodia had sent soldiers to settle and build families, opening as many as 80 households and shops at An Ma Pass, which is sovereign Thai territory. Cambodia's actions are considered a violation of MOU43. The Thai side had issued protests many times, but the Cambodian side consistently remained silent and ignored them.

According to a source in the Royal Thai Army, from now on, Thai soldiers will not allow Cambodia to violate MOU43 again.
