@freedomrideblog Doubtful, but you could gain insight from NYPD policy on hate crime classification. The city’s Hate Crimes Task Force has to determine if the incident meets the state’s definition under NYS Penal Law §485.05, which requires deliberate targeting b/c of a protected characteristic.
