The world has taken note of what the US does to its pawns.

It was only after the fall of the Soviet bloc when the ruling class began to accelerate the gutting of welfare in the 90 They also gutted the industrial base that allowed such a middle class to exist. They no longer had an external force to make them care about the working class.
Just the existence of the Soviet Union forced the ruling class of the US to implement just enough reforms and policies to allow a strata of the working class to become middle class. Enough to pacify a decent segment to keep them from revolt.
