I think that is Incorrect

Why?

Passage is not EFFECTIVE

It’s not like bills and payment obligations for companies and institutions disappear because Clarity passed

The digital asset is about how those payments move, primarily in the form of a stablecoin

Ergo until the laws (genius and clarity) is effective it will all stay in the old system till it has full legal protection
