Pool centralization is a well-known problem of all cryptocurrencies. In #Qubic a cluster of 226+ computors may create problems like transaction censoring. 225 or less isn't an issue.
The Qubic protocol stipulates that no an entity is permitted to control more than 225 validator slots, and if this happens the Arbitrator must replace the excess with computors run by another entity.
