There have been a lot of questions and confusion regarding the @FLSenate’s position on funding Advanced Placement, International Baccalaureate, and Cambridge AICE classes. During today’s meeting of the Appropriations Conference Committee on Pre-K-12 Education, I took a moment to address this issue and hopefully provide some clarity.
To be clear, the budget originally passed by the Senate did not reduce or eliminate funding for these important courses. To the contrary, it continued to provide significantly enhanced funding to cover class and testing costs, as well as bonuses for teachers whose students pass course exams. We drafted our original proposal to respond to district requests by providing flexibility schools have repeatedly asked for, and under that proposal, 54 of 67 counties would have actually received increased funding.
While I believe our proposal had a lot of merit, to avoid further confusion on this important issue, we are moving the funding for these important courses into an FEFP Categorical, the Academic Acceleration Options Supplement. The Senate has offered approximately 80% of the funding that would have been generated under the current structure for all acceleration options except Dual Enrollment, as those courses are mainly covered by postsecondary institutions. This aligns the new categorical with current statute, which only requires districts to spend 80% of the funds earned from these accelerated programs on the programs that generated the funding.
We believe this approach will maintain consistent funding levels for these accelerated course options while significantly increasing transparency with regard to how much taxpayers are investing in these courses for our students.
While FPI does not support any rollback of long-held child labor protections, the Legislature seeks to chip away at the protections put in place for working teens last legislative session. SB 918/HB 1225 (2025) go beyond what HB 49 originally proposed.
