Article VII of the Const and its ratifying conventions created a *sovereign* federal govt. This was the plan of the Founders (GWash, AHam, JMad, etc.) all along. They *wanted* a sov'n gov't based on popular sovereignty.
Sen. Susan Collins helped steer millions in federal defense contracts to Navatek, whose CEO illegally funneled thousands of dollars to her campaign.
