The U.S.-Iran framework agreement closed this week — a 60-day ceasefire extension, the Strait of Hormuz reopened, movement on the nuclear file. Iran’s government celebrated. Oil markets moved. The world exhaled. Inside the Revolutionary Guards, a very different conversation is happening.

𝐀𝐧 𝐈𝐑𝐆𝐂 𝐢𝐧𝐬𝐢𝐝𝐞𝐫 𝐭𝐨𝐥𝐝 𝐚𝐧𝐚𝐥𝐲𝐬𝐭 𝐃𝐫𝐨𝐫 𝐁𝐚𝐥𝐚𝐳𝐚𝐝𝐚 𝐭𝐡𝐚𝐭 𝐭𝐡𝐞 𝐝𝐞𝐚𝐥 𝐢𝐬 “𝐨𝐧𝐞 𝐛𝐢𝐠 𝐬𝐡𝐨𝐰.” The message from IRGC Commander Ahmad Vahidi to the internal hardliners who oppose any agreement was direct: “𝘓𝘦𝘵’𝘴 𝘵𝘢𝘬𝘦 𝘢𝘭𝘭 𝘵𝘩𝘦 𝘮𝘰𝘯𝘦𝘺 𝘪𝘮𝘮𝘦𝘥𝘪𝘢𝘵𝘦𝘭𝘺, 𝘢𝘯𝘥 𝘵𝘩𝘦𝘯 𝘸𝘦’𝘭𝘭 𝘥𝘰 𝘸𝘩𝘢𝘵 𝘸𝘦 𝘸𝘢𝘯𝘵.” That is the head of the Revolutionary Guards, according to this source, telling his own forces in plain terms that Iran intends to pocket the sanctions relief and ignore the underlying obligations.

The IRGC’s read on Trump is equally revealing. 𝐓𝐡𝐞𝐢𝐫 𝐢𝐧𝐭𝐞𝐫𝐧𝐚𝐥 𝐚𝐬𝐬𝐞𝐬𝐬𝐦𝐞𝐧𝐭: 𝐓𝐫𝐮𝐦𝐩’𝐬 𝐩𝐫𝐢𝐨𝐫𝐢𝐭𝐢𝐞𝐬 𝐚𝐫𝐞 𝐨𝐢𝐥 𝐦𝐚𝐫𝐤𝐞𝐭 𝐬𝐭𝐚𝐛𝐢𝐥𝐢𝐭𝐲, 𝐫𝐢𝐬𝐢𝐧𝐠 𝐞𝐪𝐮𝐢𝐭𝐢𝐞𝐬, 𝐚𝐧𝐝 𝐥𝐨𝐰𝐞𝐫 𝐞𝐧𝐞𝐫𝐠𝐲 𝐩𝐫𝐢𝐜𝐞𝐬. On ballistic missiles and Iran’s proxy network — the two most dangerous parts of Tehran’s arsenal — the IRGC believes it has a free hand. The deal doesn’t cover them. The Revolutionary Guards don’t intend to let it.

The agreement exists on paper. 𝐓𝐡𝐞 𝐢𝐧𝐭𝐞𝐧𝐭 𝐭𝐨 𝐡𝐨𝐧𝐨𝐫 𝐢𝐭 𝐝𝐨𝐞𝐬 𝐧𝐨𝐭 𝐞𝐱𝐢𝐬𝐭 𝐢𝐧𝐬𝐢𝐝𝐞 𝐭𝐡𝐞 𝐑𝐞𝐯𝐨𝐥𝐮𝐭𝐢𝐨𝐧𝐚𝐫𝐲 𝐆𝐮𝐚𝐫𝐝𝐬. Washington signed a deal; Tehran signed a receipt. If the administration doesn’t already know this, someone in Washington needs to hear it.
