When does "one tree" become a question about the entire forest?

In January 2025, @UNOPS_Chief told the Executive Board that the #S3i crisis was about "one tree in the forest."

Since then, UNAT Judgment 2026-UNAT-1650 has been issued, and Member States had already requested the Bureau of the Executive Board that OIOS assess the possibility of investigating the former @UNOPS Executive Director.

The abrupt termination of the Costa Caribe Project by the Government of Nicaragua marked the end of what had been UNOPS' largest operation in the country. The narrative has changed.

UNAT Judgment No. 2026-UNAT-1650 found that the @UNOPS #S3i losses were not caused by one person alone, reversed the finding of sole accountability, and referred the matter to the @UN Secretary-General @antonioguterres for possible further accountability action.

Today, we launch The S3i Papers—an independent initiative to document the evidence, ask the unanswered questions, and strengthen accountability in support of #UN80.

If Member States were asking @UNOPS_Chief for forensic accountability, but @KPMG was never commissioned to conduct a forensic investigation, why did the apparent absence of KPMG forensic evidence become the threshold for @UNOPS Internal Audit and Investigations Group (IAIG) deciding whether to investigate?
