What happens when an internal justice system proves unable —or unwilling— to act when the facts implicate senior leadership?

When does "one tree" become a question about the entire forest?
In January 2025, @UNOPS_Chief told the Executive Board that the #S3i crisis was about "one tree in the forest."
Since then, UNAT Judgment 2026-UNAT-1650 has been issued, and Member States had already requested the Bureau of the Executive Board that OIOS assess the possibility of investigating the former @UNOPS Executive Director.
Does the "one tree" narrative still stand?

Congratulations to 🇷🇴 @RomaniaUN_NY on assuming the Presidency of the UNDP/UNFPA/UNOPS Executive Board.
We respectfully ask you to hear the voices of the whistleblowers who continue to come forward with documented evidence of governance failures within UNOPS. The growing body of documented cases raises important questions about whether the Comprehensive Response Plan (#CRP) has achieved its intended objectives. We hope the Executive Board will ensure these concerns receive the independent attention they deserve.

organized with the support of CEI, @ItalyUN_NY@UKRinUN and @SRBinUN.

The abrupt termination of the Costa Caribe Project by the Government of Nicaragua marked the end of what had been UNOPS' largest operation in the country. It should have prompted a thorough examination of governance, accountability and project oversight. Instead, many important questions remain unanswered.

Infrastructure is at the heart of the #SDGs and central to #ClimateAction – so the choices we make today will shape development and climate outcomes for generations to come.
That’s very much the case in central, eastern and south-eastern Europe. As economic ties deepen, infrastructure will play a vital role in narrowing development gaps, supporting EU accession processes and strengthening the resilience of systems.
But while strategies and financing around infrastructure are coming together, the real challenge still lies in implementation.
At an event hosted by @RomaniaUN_NY@CEI_Secretariat, I outlined how @UNOPS works with partners across the region to build capacity and drive the delivery of sustainable infrastructure at scale.
From Albania to Ukraine, we’re helping turn ambitions into tangible results for communities.

Estimado H.E.

How can a single anonymous letter reshape an Executive Board discussion?
During the January 2025 @UNDP /@UNFPA / @UNOPS Executive Board session, Member States were reviewing the implementation of the Comprehensive Response Plan (#CRP) , #whistleblower reforms, and UNOPS governance. Yet an anonymous communication unexpectedly became one of the defining topics of the UNOPS segment.
The story raises important questions about governance, accountability, and the role that information can play in international oversight.

Some meetings only reveal their significance years later.
The June 2021 @UNOPS Executive Board session was one of them.
What did #IAIG and management tell Member States? What questions were asked? What picture of the organization was presented?

For nearly nine years, Paul Lucas was the public face of @UNOPS ' internal oversight before the Executive Board.
Then came 6 October 2021.
On the very day his departure as #IAIG Director was announced, #OIOS received the report that would become the central investigation into the #S3i crisis.
Coincidence? The chronology speaks for itself.

The narrative has changed.
UNAT Judgment No. 2026-UNAT-1650 found that the @UNOPS#S3i losses were not caused by one person alone, reversed the finding of sole accountability, and referred the matter to the @UN Secretary-General @antonioguterres for possible further accountability action.
Today, we launch The S3i Papers—an independent initiative to document the evidence, ask the unanswered questions, and strengthen accountability in support of #UN80.

If Member States were asking @UNOPS_Chief for forensic accountability, but @KPMG was never commissioned to conduct a forensic investigation, why did the apparent absence of KPMG forensic evidence become the threshold for @UNOPS Internal Audit and Investigations Group (IAIG) deciding whether to investigate?
Three years later, following the recent #UNAT judgment 2026-UNAT-1650 in the #S3i case, that question deserves renewed attention.
I examine the Executive Board recordings, the Terms of Reference, the KPMG reviews, and the UNAT judgment to explore what was requested, what was delivered, and the questions that remain.
