On Thursday Afternoon, 14 August 2025, A seven-nation Interim Observer Team (IOT), led by Malaysian Defence Attaché to the Kingdom of Cambodia, and joined by other residents and non-resident Defence Attaché to the Kingdom of Cambodia conducted an observation visit to Prey Chan Village, O’ Bei Choan Commune, O’ Chrov District, Banteay Meanchey Province. The visit was conducted following the reports of illegal barbed wire installation by the Thai armed forces on August 12–13, 2025. These developments occurred subsequent to the ceasefire agreement and the release of the joint statement during the Extraordinary Cambodia –Thailand General Boundary Committee Meeting (GBC Meeting) held on 7 August 2025, in Malaysia.

Families Near Border Relocate Again Amid Ongoing Instability
ODDAR MEANCHEY— Several families from different villages near the border areas in Banteay Ampil District are relocating again on August 13 after being advised that the situation isn't stable enough for them to stay at home. They stop and set up temporary shelters in Bansay Reak commune in Samraong city, waiting for conditions to improve so they can return home. However, they said if the situation worsens, they will consider moving further, possibly as far as the Bat Thkav campsite in Chong Kal District, where they stayed after the July 24 clashes.
They killed our soldiers.

They used heavy weapons to attack us.
They even tricked and captured our soldiers unlawfully.
They invading us, stepped on landmines by themselves yet blaming us when we do nothing.
Now they're planning to open fire on us again.

Defense Spokesperson: Thai Armed Forces Illegally Entered The Anseh Area, The Cambodian Sovereignty Territory, And Laid Barbed Wire
H.E. Lt. Gen. Maly Socheata, Under Secretary of State and Spokesperson for the Ministry of National Defence, made an urgent statement this afternoon, accusing Thailand of violating the ceasefire agreement and threatening peace and security along the shared border.
“At 11 a.m. this morning, Thai Armed Forces accompanied by heavy machinery such as excavators illegally entered the Anseh area within Cambodian sovereignty territory and even laid barbed wire despite strong objections from our forces,” she said.
The spokesperson recalled that Cambodia had arranged a visit by foreign military attachés to these areas on July 30, 2025, clearly demonstrating that the locations fall within Cambodia’s internationally recognised territory.
“This act constitutes a flagrant violation of the ceasefire and poses a grave threat to peace and stability along the border between the two countries, as well as to the wider region,” she emphasised.
Cambodia calls on the international community—particularly partner countries that helped broker this hard-won ceasefire and wish to see it fully and effectively implemented—to demand that Thailand immediately cease its aggressive actions and fully respect international law, especially Cambodia’s sovereignty and territorial integrity, she added.
