An evacuation study- every dam should have one done!
The worst dam break in history is the Banqiao Dam failure in Henan Province, China (August 1975).
The aftermath?:
- 26,000 immediate deaths from flooding,
- 145,000 additional deaths from disease, famine, and exposure,
- Over 11 million people affected,
- 6 million buildings were damaged,
- Farmland and infrastructure destroyed,
- Created a wall of water up to 10 meters high,
- Flooded 30+ counties.
An evacuation study is vital in mitigating consequences of a dam failure in so far as it transforms technical flood risk assessments into actionable emergency response plans, saving lives in case of a disaster and serves the following purposes:
1. Identify “At-Risk” populations:
►Maps areas likely to be inundated if a dam failed (using dam break flood modeling).
►Identifies communities, critical infrastructure (hospitals, schools), and populations at risk downstream.
2. Define safe evacuation zones and routes:
►Determines safe zones (locations outside the flood impact area).
►Establishes evacuation routes and modes of transportation to reach those zones quickly and safely.
3. Estimate evacuation time:
►Calculates the available warning time and the time needed for people to evacuate.
►Assesses if evacuation can be completed in the time before floodwaters arrive (i.e. "Evacuation Time Estimate", ETE).
4. Support emergency response planning:
►Provides essential data for preparing Emergency Action Plans (EAPs).
►Guides local authorities, emergency services, and disaster management agencies in developing targeted response strategies.
5. Increase public safety and preparedness:
►Raises awareness among communities about the risk and necessary actions during an emergency.
►Enhances the readiness and training of local emergency personnel and civil protection units.
6. Optimize resource allocation:
►Helps authorities plan for and allocate resources like shelters, transport, communication systems and medical aid.
►Prioritizes vulnerable populations, including the elderly, disabled and children.
7. Facilitate regulatory compliance:
►Meets legal and regulatory requirements for dam safety and disaster risk reduction in many jurisdictions.
►Supports approval and licensing processes for dam construction or operation.
