Why has the Rajasthan Government kept the UPSC selection of 4 IAS officers pending for 9 months?
DoPT guidelines prescribe a 45-day timeline but the govt keeps delaying it.
Is it because Union Law Minister Arjun Ram MeghwalтАЩs son-in-law was reportedly among the officers in contention?
This is raising serious questions on credibility of IndiaтАЩs civil services system.

Are honest officers not being promoted to IAS to favour a senior BJP politician?
I have been informed of a serious case pertaining to the unexplained delay in finalising the promotion list of Other service cadres (Non-SCS) to IAS for Rajasthan, something which should be construed as a direct attack on the revered institution of the UPSC.
On Jan 10th, 2025, DoPT, Government of India, determined 4 vacancies under the Non-SCS category for promotion to IAS cadre, following which the Rajasthan Government invited applications from eligible officers. A three-member screening committee constituted by the Chief Secretary shortlisted 20 officers against the 4 vacancies, and their names were forwarded to UPSC. UPSC conducted the interviews on 22тАУ23 December 2025 and, on 26 December 2025, forwarded the minutes along with the list of four selected candidates to the Government of Rajasthan. As per the prescribed process, the State Government was required to communicate its observations to UPSC, after which the matter could proceed for final notification.
Importantly, the State Government doesnтАЩt seem to have the authority to substitute or alter the merit assessment undertaken through the prescribed UPSC selection process.
Yet, it seems that the matter has remained pending for months. On 17 February 2026, UPSC issued a reminder to the Rajasthan Government seeking its observations. When there was still no response, the Secretary, UPSC, addressed a D.O. letter to the Chief Secretary, Rajasthan, on 6 April 2026, drawing attention to the DoPT guidelines of 2001, which prescribe a 45-day period for communicating observations. Despite this, no observations were furnished. DoPT subsequently wrote to the State Government on 1 June 2026, requesting that the pending observations be submitted without further delay. With the matter still unresolved, UPSC issued another reminder on 7 July 2026, reiterating its earlier communications. On 16 July 2026, DoPT again wrote to Rajasthan, expressly noting that the matter had remained pending for an inordinately long period and once again requested the State Government to submit its observations.
WhatтАЩs shocking is that several media outlets, including First India News had already revealed the list of the four selected candidates back in February 2026. So why is the list getting delayed?
Now the hidden reason is where it really gets murkier. I am being told that the relative of a senior BJP minister, who was in the list of 20 candidates, didnтАЩt make it to the final four. And that said minister has been pressurising the government to not approve the list.
It wonтАЩt take a lot for the public to determine who the minister and who his relative is.
The delay becomes even more striking when compared with the Non-SCS Select List 2022. Rajasthan had 4 vacancies under the same category. UPSC conducted the interviews on 23тАУ24 July 2025, and the final notification was issued on 18 August 2025, just 25 days after the interviews. The State Government had approved the UPSC minutes within approximately 3тАУ4 days of receiving them. In contrast, interviews for Select List 2024 were held only five months later, on 22тАУ23 December 2025, but the State Government has still not communicated its observations, despite repeated reminders from UPSC and DoPT and the prescribed 45-day timeline.
HereтАЩs a straightforward question: Why has the Rajasthan Government failed to complete a process that was completed within days in the previous selection cycle and has already been completed for officers from several other states?
When an independent constitutional body such as UPSC completes its role and repeatedly seeks the State GovernmentтАЩs observations, prolonged inaction deserves a clear public explanation.
What, or I may ask, Who, is holding up the Rajasthan Non-SCS Select List 2024, and why has the prescribed process not been followed?
Should this not be taken as a serious case of Rajasthan Government outrightly undermining the authority of UPSC?
