Later, together with Kim Seui, attorney Bu Jiseok released a fabricated voice recording of the deceased on May 7, 2025, and, as the representative of the bereaved family, filed a complaint accusing Kim Soohyun of violating the Child Welfare Act. After raising the allegation that Kim Soohyun groomed the deceased while she was still a child, they went on to file an actual criminal complaint making that same claim.
Under the Child Welfare Act, child abuse includes sexual abuse and emotional abuse of a child. The crime commonly known around the world as “grooming” can be understood, in Korea, as falling under the concept of child abuse in the Child Welfare Act depending on the specific conduct involved.
Accordingly, the police investigated the entire range of allegations related to violations of the Child Welfare Act concerning the relationship between the two, covering every period when the deceased was legally a child, including when she was in her third year of high school.
In the end, the police determined that none of the allegations made by the complainants were supported and closed the case with a decision of no charges and non-referral.
As Kim Soohyun’s lawyer, I understand this decision to mean that, apart from the fabricated materials and the complainants’ unreliable claims, there was no trustworthy evidence at all supporting their allegations. On the contrary, the facts confirmed by objective evidence contradicted what they claimed.
In the end, the grooming allegation raised by attorney Bu Jiseok and the deceased’s bereaved family was officially found to be groundless. This is the final conclusion reached after the official criminal investigation process to determine the truth of those allegations.
As a member of Kim Soohyun’s legal team, I am very pleased with this decision.
Following the earlier indictment and detention of Kim Seui, Kim Soohyun has now also been cleared of the central grooming allegation that had weighed most heavily on him. I hope this decision brings great comfort and joy to everyone who believed in Kim Soohyun and waited for him for such a long time.

The terms minor, child, and youth?
A minor is a person under 19 years old, and a child is a person under 18 years old. A youth is, in principle, a person under 19 years old, but anyone who has reached January 1 of the year they turn 19 is no longer considered a youth.
Why are they divided in such a complicated way?
Because each law has a different purpose in what it is meant to protect or regulate.
The Civil Act considers a person an adult from the age of 19 based on whether they can carry out legal acts on their own. The Child Welfare Act defines a child as someone under 18 and gives them special protection. On the other hand, the Youth Protection Act takes social convenience into account, so a person is no longer considered a youth starting January 1 of the year they turn 19. That is why people can usually buy alcohol from the year they graduate from high school and enter university, even if they have not yet had their 19th birthday. In particular, after I became Kim Soohyun’s legal representative, the suspect’s questioning in this case was carried out, and I personally attended the questioning as the actor’s lawyer. Therefore, I know in more detail than anyone what the complainants claimed, what facts the investigators confirmed, and what evidence and materials Kim Soohyun used to explain his position.
As the lawyer who directly witnessed that entire process, I would like to explain in a little more detail what this decision means.
Among the allegations made against Kim Soohyun in March last year, the most serious and damaging was the so-called “grooming” allegation.
At the press conference on March 27, 2025, attorney Bu Jiseok presented fabricated KakaoTalk messages from 2016 as if they were conversations between Kim Soohyun and the deceased, saying, in effect, “If these materials exist and they still were not dating, then are you saying this was grooming?”
After that statement, public opinion completely exploded, and at that moment, Kim Soohyun was effectively branded by the public as a child sex offender. It was also at that time that this case was widely reported around the world in a very negative way, and overseas public opinion rapidly worsened. It was the most serious and critical moment in the damage to Kim Soohyun’s reputation.
However, attorney Bu Jiseok’s statement was made in the form of a question and an expression of opinion, saying, “Are you saying this was grooming?” Because of that, there were legal difficulties in treating that statement alone as an independent case of defamation by spreading false facts.

Kim Soohyun cleared himself of the false accusation that he dated the late Kim Saeron when she was a minor, and has begun preparing for his return to activities after 1 year and 4 months. Earlier, on July 15, he took part in a photoshoot for Philippine clothing brand BENCH, once again showing the presence of a Hallyu star.
