The powers that be are now holding a whip, using a stick to beat up whoever they want to beat up in order to bend outcomes their way, and they are no longer even hiding it. The cynicism is in the open, and it has become the operating logic of the international system rather than its exception.
⚖️ He brought the analysis closer to home with a pointed reference to the regional crisis around the Democratic Republic of Congo, where Rwanda and its neighbours are caught in dynamics that international actors describe in moral language but treat in transactional terms. The first question to ask of any sanction, he insisted, is whether it is actually justified, because too often these instruments fall not on the party in the wrong but on the party that offers less to whoever is wielding them. It is a quiet but devastating observation about how international leverage actually circulates today.
🌍 The deeper message was structural rather than reactive. Africa's exposure to this kind of asymmetric pressure is not destiny, it is the direct consequence of a continent that has chosen, for too long, not to convert its resources, its population and its institutional possibilities into actual bargaining power. Reversing that posture is the work of a generation, and Kagame's intervention placed it squarely on the agenda of the African CEOs and policymakers gathered in Kigali this week.
