As of November/December 2025, government reported recoveries of approximately R16.43 billion connected to state capture, corruption and fraud arising from the Zondo process. Cabinet broke it down as follows:

* Asset Forfeiture Unit (AFU): R8.142 billion
* South African Revenue Service (SARS): R5.4 billion
* Special Investigating Unit (SIU): R2.89 billion
* Total: R16.432 billion

There is an important additional category: money/assets identified and frozen but not yet finally recovered. In March 2026, the state reported that the AFU alone had more than R14 billion in state-capture-related assets restrained or preserved. Those amounts should not simply be added to R16.4 billion because there can be overlap and a restraint/preservation order is not the same thing as money returned to the state.

So the comparison is quite striking:

≈ R500 billion - widely cited estimate of the broader economic cost of state capture
≈ R57 billion - expenditure specifically identified as tainted by state capture
≈ R16.43 billion - state-capture/corruption/fraud-related assets and funds actually recovered by the state as reported by Cabinet
> R14 billion - additional AFU assets restrained/preserved, not necessarily finally recovered.

That means that even against the R57 billion directly identified as tainted, the R16.43 billion recovered is only about 29%. Against the R500 billion broader economic-loss estimate, it is only about 3.3%.
