These should also be used as a reference for other states, including the UK @DefenceHQ, as continued lack of transparency around civilian protection policies remains a key obstacle to accountability for affected civilians.
Our recommendations include ways for the US DoD to better listen to and engage with civil society and civilians affected by its operations, as well as practicable steps that could be taken to ensure civilian casualty recording becomes a top priority and meets quality standards
While we have yet to see the outcome of the review - expected to be submitted this month - we join our partners in urging DoD to be transparent about its reform process, and address these and other recommendations we have repeatedly provided to support better civilian protection
