If e-Kuber system is applicable, why not account liberalization (switching of any bank account for employees services like salary withdrawal etc.)

Complaints are pouring regarding different issues pertaining to jk bank by govt employees.There should be Liberalization regarding salary accouts ,why only jk bank option for salary account and demand@7% PCL.Govt emplooyees have 4.5 lakh salary accouts with jk bank @AtalDulloo
