On February 15, 2024, I engaged in a comprehensive meeting with Pu Lalbiakthanga Khiangte, IGP, where he apprised me of the progress regarding my request to the officers of the Home Department. The request aimed to ensure that Government resources were used in accordance with their entitlement. Our ambitious goal was to rectify any misappropriation of government resources and personnel by the end of February. Remarkably, I am pleased to report that we achieved this objective within a mere 15 days.

I am heartened by the positive response and compliance exhibited by our officers. Their commitment to the cause reflects a willingness to serve the people in adherence to the law. Moving forward, we are determined to take further steps to enforce the rule of law impartially. I am optimistic that, in time, the Mizoram Police will garner greater respect, trust, and reliance of the people through their dedicated and fair service.

On January 22, 2024, during my visit to the Police Headquarters, I had the privilege of flagging off four Mobile Forensic Vans dedicated to the District Executive Force. It was also an opportunity for a productive interaction with police officials. I would like to share a snippet from my speech on this occasion:

"As we embark on the Chief Minister's announced 100-day program, a crucial step toward 'Kalphung thar,' the onus falls heavily on us, the law enforcement officers. I am confident that by working together, we can achieve success.

During a recent visit to our border policemen, it became apparent that there is a shortage of manpower at the border. Despite their dedicated efforts, numerous vacant positions within the department pose a challenge. Regrettably, the state is not currently in a position to fill these vacancies. So, to enhance our effectiveness, reconciliation is a necessity.

Presently, Mizoram Police boasts approximately 8,000 employees. For them to fulfill their duties effectively, proper placement is imperative. It's no secret that some officers retain more resources than allotted. The Home Department has issued a notification to address this issue, and I'm pleased to note that our officers are compliant. Post reconciliation, our current police force will undergo comprehensive reform to enhance their effectiveness. We aim to complete the reconciliation proces by February.

Police fatalities are, unfortunately, common, often stemming from disciplinary issues, for which senior officers must take responsibility. For years, the sounds of police firearm training, parade drums, and PT shouts have been absent. I urge all officers to honor our uniform and its responsibilities once again. We must work to rebuild the trust of the people.

The Home Department had issued an Office Memorandum, explicitly stating that police duty personnel are prohibited from collecting money unless mandated by law. Unfortunately, there are few who have not complied, instances of retaliation are surfacing on ground, which could be perceived as anti-government activity. Senior officers must provide careful guidance in the implementation of government orders."

Today, (January 20, 2024) we organise a Constituency Office at Chanmari Local Council House for the constituents of Aizawl North III. Various local councils, non-governmental organizations (NGOs), and individuals have submitted significant issues and requests for consideration.

The interaction with the local community today was productive, and I am hopeful that we will be able to effectively address their concerns and issues. I look forward to planning more of these events and work closely with the community

On the morning of January 14, 2024, Bilkhawthlir Police successfully carried out an operation in Buhchang peng, Bilkhawthlir, resulting in the seizure of 90 bags of foreign Areca nut from truck AS-11-CC-2202. This decisive action, conducted around 6 am, led to the apprehension of both the Areca nut and the truck driver, who claims ownership.

In a similar incident, Serchhip SP and his team intercepted and seized seven trucks transporting foreign Areca nut. Responding promptly to received information, Serchhip SP and the team swiftly acted, making arrests near Thentlang at approximately 7:30 pm.

I express my sincere appreciation to Kolasip and Serchhip SPs, along with their dedicated teams, for their commitment. I believe their efforts inspire confidence in the effectiveness of our law enforcement agencies, reassuring the public of our dedication to justice and security.

On the 13th of January 2024, at around 7:30 pm, the Sub-Divisional Police Officer (SDPO) of Sakawrdai successfully intercepted and seized two trucks transporting foreign Areca Nut near Darlawn.

Based on a credible source, it was revealed that these trucks had departed from Champhai the previous afternoon, taking a route through Khawbung towards Biate, presumably in an attempt to circumvent police check gates.

Acting promptly upon this information, Sakawrdai SDPO and his dedicated team, who were diligently on duty, apprehended the trucks near Darlawn.

We extend our sincere appreciation to Sakawrdai Police for their efforts and commendable action to stop smuggling activities.

Two police officers have been suspended as part of a disciplinary proceeding for violating a Home Department circular aimed at halting the illegal collection of money at various police check gates.

I have said that the Home Department will spearhead a transformation in government administration, ensuring the public witnesses the emergence of 'Kalphung thar', a new system in government.

We place significant emphasis on the proper enforcement of the rule of law, and we underscore the need for a robust Reward and Punishment Mechanism. As articulated by the Chief Minister, while the government does not seek to investigate and penalize past transgressions in politics or administration, it is imperative to halt such practices moving forward.

Prior to the issuance of an official order, we have taken it upon ourselves to inform the public and government employees about the intentions of our government through speeches, activities, and engagement with the media and social platforms. It is regrettable that despite our consistent efforts, such actions remain necessary.

Our objective is not to subject government employees to undue pressure but to foster an environment where they can work freely within the bounds of the law. I earnestly hope that further actions of this nature will not be necessary in our pursuit. Nevertheless, we are resolute in taking decisive measures and will persist in doing so.

I express sincere gratitude to my colleagues in the Home Department for their unwavering dedication.

As the Home Minister of Mizoram, one of my initial priorities was to put an end to the illegal collection of money at Mizoram Police check gates, which had long persisted as an unauthorized source of revenue. I am pleased to hear that our efforts have begun to show positive results.
On January 4, 2024, the Home Department issued a notice addressing and condemning such unlawful activities. Just four days later, on January 8, 2024, DDK Aizawl, a reputable media outlet, conducted an investigation into the impact of the notice on various checkgates across Mizoram. The findings of their independent surveys paint a promising picture of change.
The independent surveys conducted by DDK Aizawl revealed that the notice has indeed made a significant impact, with commercial drivers passing through the gates expressing surprise and, in some cases, skepticism that such illicit collections no longer occur. While I am heartened by the initial success indicated in the report, it is disheartening to acknowledge the deep-rooted nature of these illicit activities within the system.
It is, however, too early to declare to declare an outright success. The Home Department remains committed to upholding the rule of law. We understand that correcting such systemic issues requires sustained effort and vigilance. We are determined to bring meaningful and lasting change for the benefit of the people of Mizoram.

On previous occasions, I have request to cease the alleged extortion of funds from commercial vehicles by both police officers and civilians at various check gates. I have personally visit the border check gates to scrutinize these accusations.

In a concerted effort to further prevent such incidents, an official order was issued by the Home Commissioner on January 4, 2024.

I request each individual to exert their utmost efforts in preventing any illicit activities.

These accusations not only lack merit but also inflict harm upon the general public.

Our government is committed to facilitating the export of fresh produce and artisanal products. Consequently, we are steadfast in our resolve to guarantee a climate of peaceful and fair trade across diverse sectors.

It has come to my attention that five trucks carrying foreign Areca nut allegedly pass through Zamuang Check Gate between Christmas and New Year. In response, Mamit SP was initially tasked with investigating the matter, and subsequently, Kawrthah SDPO assumed responsibility for the inquiry. Following a comprehensive investigation, I am delighted to hear that no evidence of foreign Areca Nut was to be found during that period.

In a separate incident, reports have been received indicating that some locals in Bairabi have been extorting sums ranging from Rs. 2000 to 5000 from transport trucks belonging to buyers of local Areca nut produce. I find it disconcerting that such actions are hindering the smooth sale of fresh produce within our state. Immediate police intervention is underway to prevent further occurrences of such incidents.

I extend my gratitude to Mamit SP and the dedicated personnel for promptly addressing my directive. The people of Mizoram are placing their trust in the government with optimistic expectations. I am pleased to witness the collaborative efforts of the Home department in fostering trust and realizing the aspirations of the people.
